This research paper is also for revision. It’s both a research paper and a power point presentation. I will attach both at the end of the description with the professor’s feedback. The professor does not want me to write a new paper. She just wants me to fix or add what is missing.

Develop a disaster recovery plan to lessen health disparities and improve access to community services after a disaster. Then, develop and record a 10-12 slide presentation (please refer to the PowerPoint tutorial) of the plan with audio and speaker notes for the Vila Health system, city officials, and the disaster relief team.

As you begin to prepare this assessment, you are encouraged to complete the Disaster Preparedness and Management activity. The information gained from completing this activity will help you succeed with the assessment as you think through key issues in disaster preparedness and management in the community or workplace. Professional Context

Nurses perform a variety of roles and their responsibilities as health care providers extend to the community. The decisions we make daily and in times of crisis often involve the balancing of human rights with medical necessities, equitable access to services, legal and ethical mandates, and financial constraints. In the event of a major accident or natural disaster, many issues can complicate decisions concerning the needs of an individual or group, including understanding and upholding rights and desires, mediating conflict, and applying established ethical and legal standards of nursing care. As a nurse, you must be knowledgeable about disaster preparedness and recovery to safeguard those in your care. As an advocate, you are also accountable for promoting equitable services and quality care for the diverse community.

Nurses work alongside first responders, other professionals, volunteers, and the health department to safeguard the community. Some concerns during a disaster and recovery period include the possibility of death and infectious disease due to debris and/or contamination of the water, air, food supply, or environment. Various degrees of injury may also occur during disasters, terrorism, and violent conflicts.

To maximize survival, first responders must use a triage system to assign victims according to the severity of their condition/prognosis in order to allocate equitable resources and provide treatment. During infectious disease outbreaks, triage does not take the place of routine clinical triage.

Trace-mapping becomes an important step to interrupting the spread of all infectious diseases to prevent or curtail morbidity and mortality in the community. A vital step in trace-mapping is the identification of the infectious individual or group and isolating or quarantining them. During the trace-mapping process, these individuals are interviewed to identify those who have had close contact with them. Contacts are notified of their potential exposure, testing referrals become paramount, and individuals are connected with appropriate services they might need during the self-quarantine period (CDC, 2020).

An example of such disaster is the COVID-19 pandemic of 2020. People who had contact with someone who were in contact with the COVID-19 virus were encouraged to stay home and maintain social distance (at least 6 feet) from others until 14 days after their last exposure to a person with COVID-19. Contacts were required to monitor themselves by checking their temperature twice daily and watching for symptoms of COVID-19 (CDC, 2020). Local, state, and health department guidelines were essential in establishing the recovery phase. Triage Standard Operating Procedure (SOP) in the case of COVID-19 focused on inpatient and outpatient health care facilities that would be receiving, or preparing to receive, suspected, or confirmed COVID- 19 victims. Controlling droplet transmission through hand washing, social distancing, self-quarantine, PPE, installing barriers, education, and standardized triage algorithm/questionnaires became essential to the triage system (CDC, 2020; WHO, 2020).

This assessment provides an opportunity for you to apply the concepts of emergency preparedness, public health assessment, triage, management, and surveillance after a disaster. You will also focus on evacuation, extended displacement periods, and contact tracing based on the disaster scenario provided.

Preparation

When disaster strikes, community members must be protected. A comprehensive recovery plan, guided by the MAP-IT (Mobilize, Assess, Plan, Implement, Track) framework, is essential to help ensure everyone’s safety. The unique needs of residents must be assessed to lessen health disparities and improve access to equitable services after a disaster. Recovery efforts depend on the appropriateness of the plan, the extent to which key stakeholders have been prepared, the quality of the trace-mapping, and the allocation of available resources. In a time of cost containment, when personnel and resources may be limited, the needs of residents must be weighed carefully against available resources.

In this assessment, you are a community task force member responsible for developing a disaster recovery plan for the Vila Health community using MAP-IT and trace-mapping, which you will present to city officials and the disaster relief team.

To prepare for the assessment, complete the Vila Health: Disaster Recovery Scenario simulation.

In addition, you are encouraged to complete the Disaster Preparedness and Management activity. Every 10 years, The U.S. Department of Health and Human Services and the Office of Disease Prevention and Health Promotion release information on health indicators, public health issues, and current trends. At the end of 2020, Healthy People 2030 was released to provide information for the next 10 years. Healthy People 2030 provides the most updated content when it comes to prioritizing public health issues; however, there are historical contents that offer a better understanding of some topics. Disaster preparedness is addressed in Healthy People 2030, but a more robust understanding of MAP-IT, triage, and recovery efforts is found in Healthy People 2020. For this reason, you will find references to both Healthy People 2020 and Healthy People 2030 in this course.

Complete the following:

Villa Health Disaster Recovery Plan
Upon reviewing the various challenges communities go through, nurses can work 
collaboratively with communities and avail themselves of the needed services to better the 
well-being of the individuals. Thus, appropriate frameworks are needed to respond 
appropriately to community needs. The disaster recovery plan under review is meant to 
facilitate better results for the Villa Health incidence. Part of the recovery plan includes detailed
intervention considering the existing challenges of the facility and community, which also 
entails the appropriate recommendations that champion general well-being. 
Plan to Lessen Health Disparities and Improve Access to Services
Assessment of the Community Needs
To help an affected community after a disaster, the healthcare sector needs to streamline
its services according to its existing needs. Common challenges within the community include; 
discrimination based on culture poor utilization of healthcare services, among others. A 
comprehension of the community structure provides the needed platform to evaluate the impact
of the needs and their impact on the affected individuals’ well-being. In preparation for the 
disaster recovery plan, the key source of community needs is by evaluating the community's 
makeup and its demographic inclination.
In the case of the Villa Health community under review, its makeup consists of both 
natives and immigrants with 204 residents. Despite the language difficulties from the 
immigrants, English is widely spoken in the community. The community needs include over 
147 registered physically disabled individuals and a limited capacity homeless shelter. Other 
needs include; compromised healthcare services due to financial crisis. The same challenges 
also lead to difficulties in responding to disasters, and that is due to limited ability and 
resources dedicated to disaster response.
Community Make-up, Budget, Personnel, and Resources
As reiterated by Horney et al. (2018), the efforts by primary stakeholders to promote 
wellness in the community and attending to the existing needs is dependent on various 
resources that entail primary personnel and resources. The primary resources include 
community-based caregivers, finances, and workforce, with the workforce, in this case, being 
stakeholders like doctors, nurses among others, tasked with promoting wellness and awareness 
within the community. The internal stakeholders useful in the response process are state and 
local representatives, law enforcement agencies, nurses, and doctors. The community has over 
8200 individuals with the mean age being 43 years, most of them aged between 46 and 64 and 
the least age between 18 and 24 who account for the least age group.
More than 90% of the population are whites, with the remaining percentage split 
between Latin, African Americans, and Indian Americans. The estimated budget for the plan is 
around $100,000 when factors like salaries and community training are considered.
Accountable Individuals
The primary stakeholders tasked with the plan implementation consist of doctors, law 
enforcement agents, local and federal representatives, and caregivers. Most importantly, the 
main goal will be to work collaboratively and guarantee effective interactions at the community
level. Through the cooperation, the various patient health improvement goals and objectives 
will be accomplished in the disaster recovery process. Additionally, it is their responsibility to 
ensure that initiatives taken align with the Healthy People 2030 aimed at limiting the spread of 
infectious illnesses and intervening in chronic diseases. Thus, the various efforts will become 
vital in redefining the existing community needs via the various streamlines, emphasizing 
preventing illness (Wax, 2019). 
Timeline
The plan is expected to be done within the coming ten months in different phases within
the same period. The main emphasis in the timeline will be to enlighten the community, resource gathering, and availing the needed interventions based on the demands. After that, to 
guarantee maximum health results, follow-up initiatives will be carried out after every 12 
months.
Therefore, the various health disparities highlighted can be lessened by following the 
criteria that first involve assessing the needs of the public to understand the specific factors 
contributing to the disparities. In the case of Villa health, factors like culture, i.e., different 
native groups in the group, contributed to health disparities whereby the white race was the 
dominant one, and the immigrants had difficulties like language barriers. The next step in line 
addressing the health disparities is setting up a budget needed to implement the plan, harness 
the relevant resources and collaborate with different stakeholders to eliminate the disparities to 
help in a quicker disaster recovery process.
Application of the MAP-IT as Guidance in Plan Development
Partners Mobilization
With the help of the MAP-IT framework, there will be an informed response procedure,
which will be followed by the primary stakeholders like caregivers when availing of the needed
services based on the needs and demands of the community. To respond to the disaster, the 
initial phase of the framework is resources and partner mobilization; this permits primary 
stakeholders to respond to the disaster to comprehend the community's existing needs while 
enhancing the general awareness about potential stakeholders to aid in the response procedure. 
The partners expected to cooperate are doctors, caregivers, state representatives, and law 
enforcement parties.
Assess Needs of the Community
Based on the demographics from the preceding sections, the community under review is
diverse, consisting of whites, Indians, Latins, and African Americans. Some of the factors 
influencing their health outcomes include; culture, resource availability, and the occurred calamity. Culture is a basic determinant of health and has an impact on the people of the Villa 
community because, through culture, the behavior and attitude of the individuals are influenced
interventions streamline with the goals relating to the promotion of health outlined in the 
Healthy People 2030. Additionally, as Hipper et al. (2018) reiterated, the general wellness as 
towards their utilization of healthcare services and how they respond to conditions that 
complicate their health like the disaster that struck the community. Availability of resources 
dictates the community's health outcomes in the sense that enough resources mean that the 
population will still have access to care services regardless of a disaster striking. Also, with 
enough resources, the response to the disaster in the community is better alongside a recovery 
from a disaster incidence.
Part of the population is comprised of physically disabled individuals and homeless 
categories both in need of financial, emotional, and social help. 
Additionally, immigrants require social support due to their nations and different 
cultures since they may not feel at home or directly attached to the existing population. These 
requirements will push stakeholders to provide the best solution for meeting rising community 
expectations. It is the responsibility of healthcare practitioners to ensure that resources are 
distributed fairly. This aim will be met by examining the community's needs and individual 
requirements in light of the crisis. As a result of this tendency, ensuring equity in resource 
distribution will improve. The team should concentrate on triage classification to identify those 
who require urgent care. Part of the approach deployed in classifying the community will be 
urgent, delayed, dead, and critical. The community-based policing framework will aid in 
reaching out to those that are disabled, homeless, and displaced.
Plan to Lessen Disparities 
 There will be a need to create awareness and avail the needed resources in 
medical help, enlightenment, and finances to lessen the existing disparities. The various interventions streamline with the goals relating to the promotion of health outlined in the
Healthy People 2030. Additionally, as Hipper et al. (2018) reiterated, the general wellness as outlined under the Healthy People 2030 will be boosted via cooperation with the team’s 
emphasis on empowering the community.
Track and trace map
Following the catastrophe, the community experienced a variety of losses. Some people
died, while others were exiled. A connection tracing framework will be required to determine 
the sufferers. The initiatives will permit the team to reach out to the individuals affected and 
provide vital services and interventions. The team will rely on existing neighborhood groups 
and community-based methods to monitor the victims. This approach will improve the 
capability to obtain excellent follow-up rates while still promoting the health of the disaster 
victims. 
Conclusion
The health care industry provides the right foundation for bridging the gap between the 
general public and the underpinning wellness and demands of the community. The failure to 
grasp existing community demands is one of the difficulties that may jeopardize the general 
capacity to keep a strong relationship with the community. A community needs assessment 
allows caregivers to get enlightenment into the likely challenges that impact society's overall 
growth and development trends from the perspective of wellness and well-being. Nurses are 
critical participants in this scenario because they avail the optimal framework for attending to 
the needs and desires of an expanding community. The capability to grasp the fundamental 
community requirements and needs while developing dependable plans to address the observed
difficulties determines the efficiency of their jobs. With the help of the plan under review, all 
the caregivers involved in this case will champion the recovery process, simultaneously 
enhancing community awareness and toughness against similar catastrophes. Also, the budget 
will be critical in supporting the capability to bolster a functioning city able to take care of similar catastrophe.

I am wondering if;you did the formative activity and read the Vila Health scenario.The scenario gives you ALL of the information you will need, including the problems seen with the last disaster (you are suppose to address all of these problems) as well as what the population looks like. You are suppose to be standing in front of the stakeholders of Valley City presenting them with a new and improved disaster recovery plan. In order to do this you must: 1. Recap the last disaster and all of the problems that Valley City/Villa health Experienced.what does their population look like? 2. Use the MAP IT frame work to explain each step and how it applies to Valley City. for example- M=Mobilize: Mobilize the stakeholders of Valley City. FD/PD/Local Government/Hospital Administration, etc. 3. What agencies respond in a disaster and what does each agency do. 4. How would you improve communication and promote interprofessional collaboration for VAlley City/Villa Health is the case of another emergency. Upon reviewing the various challenges communities go through, nurses can work collaboratively with communities and avail themselves of the needed services to better the well-being of the individuals. Thus, appropriate frameworks are needed to respond appropriately to community needs. The disaster recovery plan under review is meant to facilitate better results for the Villa Health incidence. Part of the recovery plan includes detailed intervention considering the existing challenges of the facility and community, which also entails the appropriate recommendations that champion general well-being. From the needs assessment, it was noted that one of the challenges that the community faces is discrimination.

A Description of Determinants of Health And Cultural, Social and Economic Barriers.

The determinants of health and the cultural, social, and economic barriers impacting safety, health, and recovery efforts in the community can result in a range of outcomes among this population. Among the determinants of health include the environment and economic background. A big percentage of the community members live in an environment with inadequate access to care hence impacting their health negatively. While some of the community members can be described to be well educated with at least a post-secondary education, a considerable percentage lack enough education, which also impacts their health negatively due to insufficient knowledge regarding matters pertaining to their health.  In addition, the majority of the community members come from poorer socioeconomic backgrounds hence negatively impacting their health. The recovery efforts can also be barred by various factors, including the remoteness of the location where some of the people live. Hence quick access during disasters is complicated hence hindering recovery efforts.

Plan to Lessen Health Disparities and Improve Access to Services

Assessment of the Community Needs

The Villa community suffered a catastrophe in the past, which left several people dead while others were hospitalized.  The Villa community has various barriers that impact disaster recovery, health, and safety. For example, a lack of preparedness was shown in during the last disaster as the city hospitals did not have enough supplies.  A section of the population also lacks health insurance coverage which hinders their access to quality health. The poor socio-economic background also impacts negatively on the population, and they cannot recover fast enough from the disaster. Villa health faced a considerable number of problems, such as lacking enough beds to manage patients in the wake of a disaster and lack of enough funds to acquire enough supplies.

To help an affected community after a disaster, the healthcare sector needs to streamline its services according to its existing needs. Common challenges within the community include; discrimination based on culture and poor utilization of healthcare services, among others. A comprehension of the community structure provides the needed platform to evaluate the impact of the needs and their impact on the affected individuals’ well-being. In preparation for the disaster recovery plan, the key source of community needs is by evaluating the community’s makeup and its demographic inclination.

In the case of the Villa Health community under review, its makeup consists of both natives and immigrants, with 204 residents. Despite the language difficulties of the immigrants, English is widely spoken in the community. The community needs include over 147 registered physically disabled individuals and a limited capacity homeless shelter. Other needs include; compromised healthcare services due to financial crisis. The same challenges also lead to difficulties in responding to disasters, and that is due to limited ability and resources dedicated to disaster response.

Strategies to Overcome Communication Barriers

A breakdown in communication can easily derail disaster recovery efforts. Such a breakdown in communication adversely impacts the collaboration between interprofessional teams in their efforts to help the survivors recover from the disaster. One of the strategies to overcome communication barriers to enhance interprofessional collaboration includes. One of the strategies is using language boards. Language boards are tools that enhance communication. The individuals involved can use it to communicate through pictures and words in case of language barriers or if an individual is unable to talk (McEntire, 2021). Keeping the message clear and consistent is another literature-backed strategy. This strategy ensures that those who communicate are at par and on the same page with each other to enhance collaboration. It is also key that messages originate from a command center and follow a chain of command, so another strategy is to set up a command center and ensure the messages to be acted upon only come from the center. This was found to be lacking in the last disaster as messages were haphazardly passed, hence bringing confusion.

Impacts of Health and Government Policy on Disaster Recovery Efforts

Even though disaster management is key if lives are to be saved when a disaster strikes, the efforts cannot operate in a space as they have to be guided by health and government policy. One such regulation is the federal policy named Stafford disaster relief and emergency assistance act which was recently amended to the Sandy recovery improvement Act (Vilegas et al., 2018). This law allows the president to issue major disaster and emergency declarations. Such triggers the distribution of federal aid to families and individuals, public agencies, and non-profit organizations. Such laws positively impact disaster recovery plans.

Community Make-up, Budget, Personnel, and Resources

As reiterated by Horney et al. (2018), the efforts by primary stakeholders to promote wellness in the community and attend to the existing needs are dependent on various resources that entail primary personnel and resources. The primary resources include community-based caregivers, finances, and workforce, with the workforce, in this case, being stakeholders like doctors, and nurses, among others, tasked with promoting wellness and awareness within the community. The internal stakeholders useful in the response process are state and local representatives, law enforcement agencies, nurses, and doctors. The community has over 8200 individuals, with the mean age being 43 years, most of them aged between 46 and 64 and the least age between 18 and 24, who account for the least age group. More than 90% of the population are whites, with the remaining percentage split

between Latin, African Americans, and Indian Americans. The estimated budget for the plan is around $100,000 when factors like salaries and community training are considered.

Accountable Individuals

The primary stakeholders tasked with the plan implementation consist of doctors, law enforcement agents, local and federal representatives, and caregivers. Most importantly, the the main goal will be to work collaboratively and guarantee effective interactions at the community level. Through the cooperation, the various patient health improvement goals and objectives will be accomplished in the disaster recovery process. Additionally, it is their responsibility to ensure that initiatives taken align with the Healthy People 2030 aimed at limiting the spread of infectious illnesses and intervening in chronic diseases. Thus, the various efforts will become vital in redefining the existing community needs via the various streamlines, emphasizing the prevention of illness (Wax, 2019).

Timeline

The plan is expected to be done within the coming ten months in different phases within the same period. The main emphasis in the timeline will be to enlighten the community, resource gathering, and availing the needed interventions based on the demands. After that, to guarantee maximum health results, follow-up initiatives will be carried out after every 12 months.

Various health disparities highlighted can be lessened by following the criteria that first involve assessing the needs of the public to understand the specific factors contributing to the disparities. In the case of Villa health, factors like culture, i.e., different native groups in the group, contributed to health disparities whereby the white race was the dominant one, and the immigrants had difficulties like language barriers. The next step in line addressing the health disparities is setting up a budget needed to implement the plan, harness the relevant resources and collaborate with different stakeholders to eliminate the disparities to help in a quicker disaster recovery process.

As part of this plan, an active acquisition of resources is considered to help in reducing the health disparities and improving access to community services in Villa health. Increased funding will ensure that those from economically disadvantaged backgrounds pay subsidized fees for health access. Disasters usually leave behind vast destruction, which can affect transport and leave others unemployed. Therefore, the acquired funds can be used in such areas to improve transportation and cater for the needs of the survivors before they can get gainful employment.

 Application of the MAP-IT as Guidance in Plan Development

Partners Mobilization

With the help of the MAP-IT framework, there will be an informed response procedure, which will be followed by the primary stakeholders like caregivers when availing of the needed services based on the needs and demands of the community. To respond to the disaster, the initial phase of the framework is resources and partner mobilization; this permits primary stakeholders to respond to the disaster to comprehend the community’s existing needs while enhancing the general awareness about potential stakeholders to aid in the response procedure. The partners expected to cooperate are doctors, caregivers, state representatives, and law enforcement parties. Mobilization is particularly key for the valley city. The poor socio-economic background of most of the individuals means that substantial amounts of resources will have to be mobilized to help in disaster recovery.

Assess Needs of the Community

Based on the demographics from the preceding sections, the community under review is diverse, consisting of whites, Indians, Latins, and African Americans. Some of the factors influencing their health outcomes include; culture, resource availability, and the occurred calamity. Culture is a basic determinant of health and has an impact on the people of the Villa community because, through culture, the behavior and attitude of the individuals are influenced towards their utilization of healthcare services and how they respond to conditions that complicate their health like the disaster that struck the community. Availability of resources dictates the community’s health outcomes in the sense that enough resources mean that the population will still have access to care services regardless of a disaster striking. Also, with enough resources, the response to the disaster in the community is better alongside a recovery from a disaster incidence.

Part of the population is comprised of physically disabled individuals and homeless categories both in need of financial, emotional, and social help. In addition, there is a substantial population of elderly individuals who are usually worst hit by disasters. Immigrants require social support due to their nations and different cultures since they may not feel at home or directly attached to the existing population. These requirements will push stakeholders to provide the best solution for meeting rising community expectations. It is the responsibility of healthcare practitioners to ensure that resources are distributed fairly. This aim will be met by examining the community’s needs and individual requirements in light of the crisis. As a result of this tendency, ensuring equity in resource distribution will improve. The team should concentrate on triage classification to identify those who require urgent care. Part of the approach deployed in classifying the community will be urgent, delayed, dead, and critical. The community-based policing framework will aid in reaching out to those that are disabled, homeless, and displaced.

Plan to Lessen Disparities

There will be a need to create awareness and avail the needed resources in medical help, enlightenment, and finances to lessen the existing disparities. The various interventions streamline with the goals relating to the promotion of health outlined in the Healthy People 2030. Additionally, as Hipper et al. (2018) reiterated, the general wellness as outlined under the Healthy People 2030 will be boosted via cooperation with the team’s emphasis on empowering the community. The discrimination faced by the racial minorities during disasters in the Villa community is a concern. This leads to a disparity where these individuals are considered second class and are attended to when others have gotten help. As such, one of the plans to fight this is to educate individuals involved in disaster management and recovery prior to disasters to have a better knowledge of equality and be able to fight discrimination during such instances.

Track and trace map

Following the catastrophe, the community experienced a variety of losses. Some people died, while others were exiled. A connection tracing framework will be required to determine the sufferers. The initiatives will permit the team to reach out to the individuals affected and provide vital services and interventions. The team will rely on existing neighborhood groups and community-based methods to monitor the victims. This approach will improve the capability to obtain excellent follow-up rates while still promoting the health of the disaster victims.
